Militant attacks, US drone strikes, Pakistani military operations, and suicide bombings are daily dangers for civilians in northwest Pakistan. The Center’s interviews with civilians have highlighted an inconsistent, and often inadequate, response to civilian harm in Pakistan by all warring parties.
Since beginning our work in Pakistan in 2009, the Center has monitored incidents of civilian harm, what kind of help civilians want and need, what support currently exists, and what existing infrastructure needs to be improved. Much of this research was published in a groundbreaking report in 2010, including recommendations to the Pakistani Government, the US Government, the UN, stakeholders, and donor nations. We also pressed the US Congress to create a fund in Pakistan to aid war victims, which was allocated $10 million in FY10.
The Center continues to monitor the situation, track compensation, and highlight the plight of civilians affected by the conflict. We are currently partnering with Columbia Law School’s Human Rights Clinic to produce a comprehensive report analyzing covert US drone operations and their impact on the Pakistani civilians.

The term Line of Control (LOC) known as Asia's Berlin wall, refers to the military control line between the Indian and Pakistani-controlled parts of the former princely state of Jammu and Kashmir—a line which, to this day, does not constitute a legally recognized international boundary but is the de facto border. Originally known as the "Cease-fire Line", it was redesignated as the "Line of Control" following the Simla Agreement, which was signed on 3 July 1972. The part of the former princely state that is under Indian control is known as the State of Jammu and Kashmir. The two parts of the former princely state that are under Pakistani control are known as Gilgit–Baltistan and Azad Jammu and Kashmir (AJK). Its northernmost point is known as the NJ9842.
Another cease-fire line, one that separates the Indian-controlled state of Jammu and Kashmir from the Chinese-controlled area known as Aksai Chin, lies further to the east and is known as the Line of Actual Control (LAC). It has been referred to as one of the most dangerous places in the world.
